Do you have another computer or access to one?
The best option here is to create installation media that will allow you to troubleshoot, and in doing so allow you to reset the driver verifier options.
You'll need access to another computer from which you can download installation media here:

Put the installation media on a USB, plug the USB into your computer and you should be able to boot from the USB. Once you boot into the installation media, somewhere in the bottom you should see an option to troubleshoot that you can click on. From that point you can follow instructions in
post #4. If you get to the point of seeing partitions/drives allocations, go back to the start and look again. Do NOT go past the partitions/drives allocation because there's no return from that point as you will start the reinstallation process!
