Installation Failure: Windows failed to install the following update with error 0x80070003: 2024-10 Cumulative Update for Windows Server 2019 (1809)

For the last 3 months we have had a number of our Windows 2019 Servers failing to install the Cumulative Update for Windows Server 2019 each month - Each month giving error 0x80070003.

Have tried the repair system files with SFC and DISM commands was getting error but have now been resolved by running
Dism.exe /online /Cleanup-Image /StartComponentCleanup then DISM.exe /Online /Cleanup-image /Restorehealth worked. But still updates are still rolling back with the above error.
Have tried installing update direct from Microsoft via the Windows Update, SCCM, Downloading the CAB File.
Have tried Reset Windows update components.
Any suggestion on how I can get this resolved?

Upload the setupapi.dev.log file

• Open Windows Explorer and browse to the C:\Windows\INF folder.
• Right-click on the file setupapi.dev.log and choose Send to > Compressed (zipped) folder.
• Now the message will appear, "Windows cannot create the Compressed (zipped) Folder here. Do you want it to be placed on the desktop instead?"
• Click on the Yes button here.
