2019 Server, cannot get KB5044277 to install

2024-10 Cumulative Update for Windows Server 2019 (1809) for x64-based Systems (KB5044277) - Error 0x80073701
Have tried manually downloading and same issue. Attaching the logs to this and hopefully someone can help.

I also want to say I have tried DISM and SFC, neither changed anything.

I believe my issue is super similar to this one, but not exaclty so can't use that fix. [SOLVED] - Windows Server 2019 std v1809 , Installing July, August, September 2024 updates , getting error 0x800f0983
