Windows Update error code (0x800700c1)

Hello everyone, I am trying to update Windows 11 Pro Insider, 22H2, 22621.3880 to the latest available build, but this error (0x800700c1) appears all the time.

Currently, I am stuck with this cumulative update: Windows 11 Insider Preview 10.0.26120.2222 (ge_release_upr)

The .NET Framework updates and any other programs are updating flawlessly with no errors or warnings, FYI.

I've started noticing this error after restoring from backup a few months ago.

I've literally tried every possible solution I can find over the internet without success.

Step #1 - Run SFC Scan​


Can't be done:

Windows Resource Protection could not start the repair service.

Step #2 - Run DISM​


Tried it with multiple arguments, even downloaded an ISO with my current build number from UUP and Microsoft, still failing.

Step #3 - Run ComponentsScanner

You are running a Windows Insider build.
ComponentsScanner will not run on Insider builds and will now exit

I've tried using the tweaking.com tool, the logs from there are attached as well.

Some notes about using Insider Preview builds:
  • Insider builds of Windows are preview (beta) releases which may contain bugs.
  • When experiencing problems with such builds, please use the Microsoft Feedback HUB to report them to Microsoft.
  • To resolve issues you can perform an in-place-upgrade using the latest ISO or an ISO which you can download from UUPdump.
  • Please also note that some updates for Insider Builds are not available in the Windows Update catalog as stand-alone updates (MSU-packages).
  • Note of Microsoft: "When choosing a channel, you should keep in mind how stable you need your device to be, what level of issues you can handle on your device, how early in development you'd like to see features and changes, and whether or not you need Microsoft support."
  • Another important point is that issues with Insider Builds can be more complex or even completely unknown than regular problems with stable versions of Windows.
  • Some tools developed by Sysnative are not (fully) compatible with Insider Builds.

Have you tried to perform an in-place-upgrade with the latest Insider Build?
 
Hi @Maxstar, thank you for replying.

I have attempted all the available solutions on the internet, such as updating the current and latest releases (Have used UUPdump for that).
The setup is consistently stopping between 75-83% with a basic error message.

Here's the first fix, the file SFCFix.zip is too large to attach so I've uploaded it here: SFCFix.zip

Step 1. Download

Warning: This fix was written specifically for this system. Do not run this fix on another system.
  • Save any work you have open, and close all programs.
  • Download the attachment SFCFix.zip and save it to your desktop.
  • Drag the SFCFix.zip file over the SFCFix.exe executable and release it.

  • SFCFix will launch, let it complete.
  • Once done, a file will appear on your desktop, called SFCFix.txt.
  • Post the logfile (SFCFix.txt) as attachment in your next reply.

Hi @Maxstar the SFCFix.txt completed successfully, but the DISM /online /cleanup-image /RestoreHealth
command is still not working as expected. I am attaching the CBS folder and SFCFix.txt

No we'll need to replace a number of files, but here's the next fix.
