How can numerous Hertz RAC, police and airport personnel not know that Puerto Rico is part of the United States (since 1898) and that the man's Puerto Rican Driver's License is valid for US car rentals?

The car renter is of course a United States Citizen. Hertz demanded his passport, then called the police.

NEW ORLEANS — May 16, 2023

A large rental car company has apologized to a Puerto Rican man after denying him a car he paid for at the New Orleans International Airport.

Humberto Marchand traveled to the city and paid for a rental car through Hertz ahead of his trip.

When he arrived, he was denied the car after the employee demanded to see a passport.

Marchand is a United States citizen and did not have his passport on him because his flight was domestic. Puerto Rico is also a United States territory.

Marchand said the Hertz employee called the police and was advised to file a report with the Kenner Police Department by the responding officer.

He says he was hoping the responding officer would confirm with the staff that his identification was valid, but instead, he says he was asked to leave the premises and, while doing so, says he overheard the officer suggest calling border authorities.

In a statement, the Kenner Police Department said in part, "The body camera footage of the officer from the incident and states the officer never said Border Patrol, ICE, Immigration or anything of that nature. The officer was only there for the disturbance, Hertz employee called police to report a disturbance."

So has every other Car Rental company. I know this for a fact. :0

The only reason that I posted is that no one involved (except the renter) knew that the renter's Driver's License from Puerto Rico is all he needs to rent a car (and CC, of course) just as if he was from NY, FL, CA, etc...

The fact that Puerto Rico is part of the United States was lost entirely on the Hertz Employee, Airport Security, and worse of all - the Police. It started with the Hertz employee demanding the renter provide his passport since he was from a "foreign country". The renter of course has a US Passport since PR is a US Territory.

How could anyone get through school, work for a major car rental agency in an International US Airport and not know that a resident of Puerto Rico would have a US Passport?

Because our kids are not being taught what should be taught in schools these days. Sad.

The confusion likely stems from a lack of awareness about Puerto Rico's status as a U.S. territory. Hertz should provide better training to their staff on these matters to avoid such situations, as a Puerto Rican driver’s license is indeed valid for car rentals in the U.S.
