[SOLVED] Computer Compromised - Unlock Computer

I'm helping someone remove this message on their computer.

After they type in their password, it goes to this Unlock Computer pop up and you can't do anything.

Password hint: Shane Williams 520-329-5664

There are no RegBack files (Thank you Microsoft)

There are no restore points to go back to.

I didn't see this come up anywhere that I could find, I'm sure it's a registry modification but I'm not sure where to look.

It seems that a program is used by scammers to lock your computer.

Try to type 999901111 in the password line. Do NOT press Enter or OK button.

After that, follow the instructions in the link I gave above.
