W11 23H2 update KB5046732 fails with error 0x80040154

Greetings!

I've encountered issues with W11 23H2 22631.4169 installing update KB5046732, it reports error code 0x80040154. No WU troubleshooting tips found online worked.
DISM and SFC also don't work, DISM reporting the same error code:

Launching a reinstall from USB drive with keeping files and apps failed before the first reboot.
CBS, Components scanner and SFCfix logs are included.
