I don't know what has happend with this system. it's quite fresh, newly installed this year. a few monthly updates went fine and after that this problem occured

This is a common issue with Server 2022, I've seen several identical issues, so it's most likely a bug. It seems this server is installed with the evaluation version with the pre-defined language packs, so therefore we'll need to replace a number of components.
