Error installing security updates

I have a windows server 2016 that cannot install .net 4.8 or updates
Security Update for Windows (KB5046612)
Security Update for Windows (KB5043124)
I have ran Sfc scan and the dism repair health command all finish with no errors but cannot install these updates i downloaded from catalog and tried standalone installer both failed, Disabled AV as well no help.

components scanner file and cbs folder the dism restore health wouldn't run it just sat there all day
