Windows Server 2022 - unable to install updates

Hello,

Windows Server 2022 Datacenter cannot install updates in any tried way. Windows update show this error code:
1. Direct msu install (finished unsuccesfully)
2. WSUS
3. Direct from Windows Update Online usually 0x8007000d or 0x80070005
4. Even tried inplace upgrade but inplace finishes with undoing changes screen and upgrade failed. Thought this error might gone is user location changed back to default (C:) because right now its F: , but even if i move users to C and delete them from F: error still occurs. Error message: 0x8007001F - 0x3000D (First_boot phase with an error during migrate_data operation. There is no exact information why this happens.
5. Windows update troubleshooter - no error.

DISM, SFC Scan shows no error , component cleanup no issue too.

Upload your COMPONENTS hive.
  • Navigate to C:\Windows\System32\Config and locate the COMPONENTS file.
  • Please copy this file to your desktop.
  • Note: If you receive an error that this file is in-use, simply reboot your computer and try again.
  • Right-click on this file on your desktop and select Send To > Compressed (zipped) folder. This will create a file named COMPONENTS.ZIP on your desktop.
  • If the file is too large to upload here, upload the file to www.wetransfer.com and post the link in your next reply.
 
Export the Windows Update log
  • Right-click on the Start button and click Windows PowerShell (Admin).
  • Copy and paste the following command into it, press enter afterwards

  • Wait for the message "WindowsUpdate.log written to C:\Users\<username>\Desktop\WindowsUpdate.log".
  • Attach the logfile WindowsUpdate.log to your next reply.

Download and run SetupDiag from Microsoft
  • Download
    60e45c659164d-SetupDiag.png
    SetupDiag to your desktop.
  • Right-click on SetupDiag.exe and select Run as administrator.
  • When completed the following files are created: "Logs.zip, SetupDiag.exe.config and SetupDiagResults.log"
  • Attach SetupDiagResults.log and Logs.zip to your next reply.
 
I'm unable to launch it correctly.
If i run as admin directly it opens and closes without data.

If i run from cmd using 3 example same thing
Example 3 - Online Mode, no parameters needed
SetupDiag.exe
Instructs SetupDiag to look for setup/upgrade logs on the current system and output the results to the same directory where SetupDiag is located.

If i run with output parameter

c:\SetupDiag>SetupDiag.exe /Output:C:\SetupDiag\Results.txt

Searching for setup logs...
SetupDiag was unable to find a relevant log file. Exiting!
 
Please provide the following logs if exists.

C:\$Windows.~BT\Sources\Panther\Setuperr.log
C:\$Windows.~BT\Sources\Panther\Setupact.log
 
These are directly from C:\Windows\Panther.
Err.log file did not attached because it's empty
I guess they should be newer after inplace attempt but usually so save space we use disk cleanup and newer files could be removed.

Afterwards attempt to update. If it fails attach a new copy of the CBS logs.
