Windows 11 Update error - Install error - 0x800700c1

Hello,
I am trying to update to Windows 11, version 24H2, but I keep getting an Install error - 0x800700c1.

So far, I have tried a simple restart, running Windows Update Troubleshooter, and the repair update, but the update still fails. I tried an in-place upgrade, but that also failed.
I tried running dism.exe /Online /Cleanup-image /Restorehealth in CMD prompt, but I get "Error: 0x800f081f
The source files could not be found. Use the "Source" option to specify the location of the files that are required to restore the feature. For more information on specifying a source location, see Configure a Windows Repair Source.
The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log"

I also cannot run sfc /scannow, I get "Windows Resource Protection could not start the repair service."


Is there anything else I can try to fix this error? I would greatly appreciate any help I could get on this.
