Hmm, for some reason the import succeeded but the export failed.
Provide a fresh copy of the registry hive, as in message #38 again.

Restart the machine.
Check Windows Update again and report the result.
Copy the files C:\Windows\logs\cbs\cbs.log and C:\Windows\logs\dism\dism.log to your desktop.
Zip the copied files and attach the zipfile to your next reply.
 
Windows update still only showed updated virus definitions. However, things are getting better. The persistent error message in Server Manager
(Unable to list Features and Roles with error 0x800700ea) has disappeared and the WSE Dashboard now reports Windows Defender status correctly.
