Server 2022 Cumulative Update breaks server

This started with the Cumulative Update in July (applied a week before the whole CrowdStrike fiasco, which we fortunately avoided), where KB5040437 prevented the server from booting. We were able to get it back up with a recovery USB and using Startup Repair, which removed the update. Ever since then, every CU does the same thing, requiring Startup Repair to remove the update, leaving us stuck becoming more and more out-of-date. Manual repair with command line failed to resolve the issue (although we did eventually get it so it boots into WinRE instead of just outright failing - apparently that had broken at some point, either from the same issue or earlier and we just didn’t notice because Server 2022 never failed to boot). Applying the CU - either the original or the most recent - after downloading it from the Windows Catalogue has the same result, with the server unable to come back up after restarting to apply the update and it having to be removed via Startup Repair. We’ve also attempted a Repair Installation - both with the original 2022 CD and with a recovery USB - but that also always fails.

My apologies for bumping this, but it's been several months without a response and the issue is still occurring; indeed, it happened again with the Cumulative Update last night (as noted above, each month the CU takes down the server until we can remove that update; other updates, including the CU for the .NET framework, are able to install just fine, but the Windows Server CU always takes down the server).
