02-2025 Window Server 2019 Cumulative Update Keep Failing

System keeps throwing the following error: Installation Failure: Windows failed to install the following update with error 0x800F0988: 2025-02 Cumulative Update for Windows Server 2019 (1809) for x64-based Systems (KB5052000).

Things I've tried:
1) sfc /scannow. The first time it said it found an error and repaired it, but that didn't help. Now it's not finding any errors but I'm still having the same issue.
2) Dism /Online /Cleanup-Image /RestoreHealth
3) Tried installing the update manually from the Windows update Catalog.
4) Tried installing previous cumulative updates from January 2025 and December 2024 to see if it helped at all. It didn't. Those updates failed with the same error 0x800F0988
