If you cannot perceive a problem such as stuttering in audio, video, etc. then I would say you are good. What application(s) are you wanting to run that requires very low worst-case latency?
Ultimately the machine only needs to respond well enough to be below your perception unless you are using a hard-real time application. Getting bounded latency to the point of being able to run real time applications is not a problem contained in the realm of software. It requires the full stack of hardware, firmware, OS, and application(s) to be real time. Furthermore, Windows itself is not a real time OS, and Microsoft does not design Windows with this in mind, nor will they support it.
