Could you try the latest AMD drivers, released 4 days ago :smile9:
 
Given that latencymon and the etl file are showing high ndis.sys activity (which is what all NIC drivers plug into), and going off of the msinfo32.nfo file you gave us, I'd say you should update to the latest drivers.

Also you are on Windows 10 1709, have you tried Windows 10 1803? That will have a newer version of NDIS, which may help your situation.
 
If you cannot perceive a problem such as stuttering in audio, video, etc. then I would say you are good. What application(s) are you wanting to run that requires very low worst-case latency?

Ultimately the machine only needs to respond well enough to be below your perception unless you are using a hard-real time application. Getting bounded latency to the point of being able to run real time applications is not a problem contained in the realm of software. It requires the full stack of hardware, firmware, OS, and application(s) to be real time. Furthermore, Windows itself is not a real time OS, and Microsoft does not design Windows with this in mind, nor will they support it.
