3x Windows Server 2022 servers with the same issue - updates will not download or install

Hey there,
I have a Hyper-V server and two VMs all running Windows Server 2022 and they all have the same issue - when checking for updates, they all attempt to download KB5048654 and sit at 0% forever. It may eventually go to a download error code, not sure.
Two of the three machines had issues with their DISM store which I was able to repair, and they also had corrupted files that SFC was able to repair.
I tried typical fixes like cleaning Windows Update cache and resetting Windows Update components, but this didn't help.
After extensive searching I ended up digging around the CBS.log file which led me here - I tried to run SFCFix but it didn't find any issues.
CBS log shows the message "InternalOpenPackage failed for Package_for_KB3025096~31bf3856ad364e35~amd64~~6.4.1.0 [HRESULT = 0x800f0805 - CBS_E_INVALID_PACKAGE]" and a few other messages, and then TiWorker times out after two minutes.
I ran ComponentsScanner and it came back clean.

I'll post files one environment at a time to avoid confusion.
