Very strange. It's installed, but it's reported. In such an instance usually there are errors in SURT, but in this case everything looks clear. Try installing IE again, and if it fails attach CBS.log and c:\windows\IE_Main.log

When I asked him to run the update again, it disappeared and now Windows says he's updated.
