[SOLVED] All Windows Updates Failing on Server 2019

First Time poster, long time lurker.
All Windows Updates Failing on Server 2019 for the last few months. Pages and pages of troubleshooting was done. Hoping to not have to rebuild.
SFC is clean
Ran all DISM commands
Tried installing updates manually via different methods
Reset Update Components
Tried other user account
Ran Component Scanner

CBS logs show lots of for "warnings" for a little bit of everything. Lots of it looks to be with language packs, fonts, etc.

There a many "errors" when searching the CBS log. Lots of things related to "IIS-HttpErrors" and "ERROR_FILE_NOT_FOUND"

Step 1. Follow these instructions to remove an update.
  • Open the Start menu of Windows and type the command CMD
  • When you see Command Prompt on the list, right-click on it and select Run as administrator.
  • When command prompt opens, copy and paste the following command into it, then press enter.

  • Let me know if it says it was successful or if there are any errors.
  • When you get the message: The update KB5008873 is not installed on this computer, then perform step 2.

Download the 64 bit version: - Farbar Recovery Scan Tool Link
  • Open the startmenu and type the command cmd.
  • After you find the Command Prompt, right click on it and select Run as Administrator.
  • Copy and paste the following into the Command Prompt and press enter.

Right-click on the file FRST64.exe and choose Run as administrator.

For KB5008873 I have found some references in the Components Based Servicing hive you've posted but they don't exist anymore. Could you please perform the following and provide a new copy of the CBS logs.

Run the following DISM command in an elevated prompt and post the result. If it fails attach a new copy of the CBS log.

I have been doing so much misc troubleshooting and may have done something wrong in my original data gathering.

Seems to be the same outcome as before. Install seems to not be doing anything.

- Tried to install the latest cumulative update with CMD as admin. wusa.exe "C:\Temp\windows10.0-kb5023702-x64_25c0d04726b1f92c46e76d371ca58875051506c5.msu" /quiet /norestart /log
- Got error "Windows update "Security Update for Windows (KB5023702)" could not be installed because of error 2149842966 "" (Command line: "wusa.exe "C:\Temp\windows10.0-kb5023702-x64_25c0d04726b1f92c46e76d371ca58875051506c5.msu" /quiet /norestart /log")" from the file "C:\Temp\wusa.etl"
- Did a quick review on 2149842966.
- Restarted Windows Update Service.
- Ran the .MSU file from normal GUI. Could tell that something was happening via resource monitor. The kb5023702 seemed to be copying data to SoftwareDistribution folder. The TI Worker looked to be doing something but then all activity stopped. I could tell that the last time entry in the CBS log file was from minutes ago.
- The GUI shows no process, looks like it was before, stuck here for a long time with no progress.
- Left it for 20+ min, no activity.
- Last uptate time in the CBS log was from when it started.
- Opened CBS log, scrolled to bottom.

Restarted server tonight. Let Windows Update GUI do its own things. Seems to stick here on this update and never progress also.

Please attach the latest CBS logs after the last try to update from the settings window.
 
Attached are the CBS logs after leaving it run all night. This morning the settings windows says "We cant install some updates because other updates are in progress"

Hi,

Please restart the server first, and then try to update again and let me know the result. Please attach a new copy of the CBS as well.
 
- Restarted server
- Ran Windows Updates from the normal GUI
- KB5026362 started to install. Failed with "Install error - 0x800706be". Could tell there was disk activity to the path below, then everything stopped
C:\Windows\CbsTemp\31036752_3443403773\Windows10.0-KB5026362-x64.cab
- KB5011267 started to install. Appears to be stuck @ 20% again.
- The last entry in the CBS log says again "Unable to match state from StateToAction table"
- Pulled CBS logs while windows still says "Installing - 20%" "CBS (6).zip"

This update (KB5005568) from September 2021 is not correctly removed from the system, let's remove it using FRST.

Warning: This script was written specifically for this system. Do not run this script on another system.
  • Download the attachment fixlist.txt and save it to your desktop.
  • Right-click on FRST.exe and select "Run as administrator".
  • Press the Fix button.
  • If for some reason the tool needs a restart, please make sure you let the system restart normally.
  • When finished, a log called Fixlog.txt will appear in the same directory the tool is run from.
  • Post the logfile Fixlog.txt as attachment in your next reply.
