Hmm, could you please boot into the WinRE from your host operating system (i.e. Windows 10) and then entering the following at command prompt:
Have you backed up your personal files and data? It may be best to attempt to do a partial clean install using the reset your pc option - https://support.microsoft.com/en-us/help/12415/windows-10-recovery-options
