I can't boot to Windows 8.

When I press the on button the machine turns on. I see:
Boot Device Not Found
Please install an operating system on your hard disk.
Hard Disk (3F0)
F2 System Diagnostics

When I boot to a Window 8 USB:
I have gone to a cmd prompt and run chkdsk C: /r
It found no problems.

How can I fix the boot up process so it boots to Windows 8.

HP Stream Notebook PC 11
I deleted all partitions except C: (that has windows on it)
I moved all unallocated space into the C: partition.

I ran:
Code:
Diskpart
List Disk
Select Disk 0
List Partition
Select Partition 1
Shrink desired=100
Create Partition EFI
FORMAT FS=FAT32 LABEL="ESP"
Assign Letter=W
Exit

bcdboot C:\Windows /s W: /f ALL

I'm getting this error:
Failure when attempting to copy boot files.
