Can't get into Windows 7 login with any graphics driver after crash. Only safe mode or no graphics driver can I use windows now 😖

You can mess around with the BIOS of the card but you need to know what you are doing. Of course, if it's already "bricked" then how much harm can be done huh? Lot's of good info on this here.

We'll need to know what PSU you have before recommending a video card upgrade.
Yeah I remember flashing an old AGP slot Radeon 9800 pro to an XT, since they used the same chipset but were priced differently, it really increased performance for free.

My PSU is a Corsair TX750
 
ok nvm on the backward compatible question. and i'm aware of the passmark site that has many charts, but their prices listed are completely obsolete
 
Pci-e x16 3.0 graphics cards should be compatible with pci- x16 slots and vice versa.
It seems they can work even on pci-e x16 1.0.
To be on the safe side, I found this build (half 2018).
That guy installed an EVGA "04G-P4-6253-RX" (GeForce GTX 1050 Ti SC GAMING, 4GB GDDR5, ACX 2.0 Single Fan) on your same motherboard model.
Its description and specifications says:
This card is designed for the PCI Express 3.0 bus architecture, offering the highest data transfer speeds for the most bandwidth-hungry games and 3D applications. It also maintains backwards compatibility with existing PCI Express motherboards for the broadest support.

Therefore, you could be 99.9% sure GDDR5 and pci-e 3.0 graphics cards should work.
I reserved for me 0.1% of error. ;-)

These should be the differences between each version, but don't take it for granted (I did a quick research):
PCIe 1.1 = 2.5GT/s
PCIe 2.0 = 5GT/s
PCIe 3.0 = 8GT/s
PCIe 4.0 = 16GT/s
PCIe 5.0 = 32GT/s
