Can't install IE10 (9c59) via windows updates or manual install

I've been trying to get IE10 installed on my Wife's machine and just can't get it to work on a Win 7 64bit machine.

If it runs through win update it fails with an error code - 9c59. I tried downloading it and installing manually but it just says "not a valid win32 application".

IE9 is running fine although probably outdated (version 9.0.21) and I haven't tried uninstalling it as she needs IE for web testing and I didn't want to end up with no IE. I also tried IE11 which wouldn't install either.

The symptoms I'm getting seem quite similar to this thread https://www.sysnative.com/forums/wi...9-internet-explorer-10-both-show-in-upda.html but I tried working through that and it didn't help. I also tried removing the HD5450 graphics card in case that was causing any problems. I also tried running SFC /scannow and that comes back fine with no errors listed.

The thing is that pretty much everytime you shut the computer down its say installing updates (presumably IE as that's the only one listed) and takes ages to shut down but obviously doesn't work :banghead:

Seems to be very specific to IE as I installed some Adobe software yesterday and that worked totally normally.

The other thing worth mentioning is that we had loads of trouble with this computer after my Wife tried to install a SnagIT trial which seemed to crash half way through. After that it ran really badly up until I turned System Restore off and since then its been fine. However, I turned it back on yesterday and tried to create a restore point (several times) and it failed with a message about Shadow Copy timing out...

Aside from the above the machine itself seems to be running fine and is as fast as you'd expect it to be?

Any help or suggestions would be greatly appreciated as I've pretty much run out of stuff to try.

First of all thanks for getting back to me I know you've been really busy!

The computer is actually at the office my Wife works out of at the moment but I could pop over and pick it up tomorrow or pick it up any nights next week to work on it.

I'm fairly certain the language will be English UK unless it came as a US default and hasn't been changed. Not sure if that is specific enough but as above can pick it up and check.

I messaged two ex-employees that now work for MS (good split-still friends) and after trying multiple things, this did the trick!! Run CMD as ADMIN and type the following at the DOS prompt. Once it completed, I ran the already downloaded IE 10 install I had saved and it ran without issue. Just did this about an hour ago. FORFILES /P %WINDIR%\servicing\Packages /M Microsoft-Windows-InternetExplorer-*10.*.mum /c "cmd /c echo Uninstalling package @fname && start /w pkgmgr /up:@fname /norestart"

That's absolutely fine, thanks for letting me know. In all honesty, English is enough. Internally English UK is pretty much English US with a couple of UI tweaks. I fix them the same, so that's all I care about :p

And I also come from the UK :)

I am not actually a huge fan of that fix. It's about the only fix that can be performed blind, without diagnosis, and without alteration to the computer affected, and indeed it often works. Unfortunately, I have also often seen it go wrong (it is effectively a forced uninstall), taking off all of the non-corrupt packages and corrupting further the corrupt packages. And this scenario is extremely difficult to repair. It is of course up to andrewc whether he wants to perform this, and I have a few comments to help him:

a) It may well fix your issue. It's certainly not completely incorrect, and nor is it inapplicable. Indeed, it will often fix the issue. Make that "quite often fixes the issue", actually.
b) Your current state of corruption is very small, if I can just work out which update your files come from, I am pretty confident I can fix your issue.
c) It risks putting the system into a worse state of corruption, hence I tend to leave it as a last resort, when we are going to have to Repair Install anyway.

I hope this allows you to make an informed decision.

Yeah! Just found 3 of the 5 files you need! [which means that the final two are probably going to be very hard to find indeed - it often means that they come from a superceded update which has since had all information about it removed from Microsoft's servers].
 
Got the final two :) First we'll repair all five, then we'll have another check to see what's going on.

Warning: this fix is specific to the user in this thread. No one else should follow these instructions as it may cause more harm than good. If you are after assistance, please start a thread of your own.


  1. Please download the file, Packs.zip attached to this post and save this to your Desktop.
  2. Right-click on the file and select Extract All...
  3. Tick the box labelled Show extracted files when complete then click Extract
  4. A window will open showing some files. Copy them all into:

    C:\Windows\Temp\CheckSur\Winsxs\Manifests

  5. Run the System Update Readiness Tool (SURT) again
  6. When the SURT finishes installing, copy (Ctrl + C) and paste (Ctrl + V) the contents of the SURT log into your next post please:

    C:\Windows\Logs\CBS\CheckSUR.persist.log

    P.S. Please also try to install IE again. See if you still get an error code. You probably will at this time, but that is nothing to be concerned about.

Thanks for getting back to me and clarifying the alternative fix. If you're confident we can do a controlled repair we'll give that a go :smile9:

I've downloaded the packs file and just downloading the latest SURT - V31 as the version I had from a couple of weeks back wouldn't run. Will set that going before I go out hopefully and report back later along with and IE10 install attempt.

OK I downloaded the SURT tool from here Download System Update Readiness Tool for Windows 7 for x64-based Systems (KB947821) [November 2013] from Official Microsoft Download Centre - but when I run it I am just getting the message that some updates weren't installed - Hotfix for Windows (KB947821).

I then tried to install IE10 and it actually looked to be going fine, much better than before - shut open programs down and seemed to get right to the end then fail...

None of that has changed anything on the CheckSUR.persist.log file which hasn't changed since 27/10 but there is an log file called CBS that was written today if that helps? Can upload that later on if it will, just not sure with the SURT tool wouldn't run as it ran fine before?

Hi again Richard,

So back home now and thought I'd try again.

Ran SURT and it all worked fine and from the logged looked like it replaced all 5 files (log attached as check).

Then ran IE10 install and it all worked fine :-)

So pending your views on the log file it looks like you've got it sorted... of course the windows update bubble just popped up and now wants to install IE11 but lets just see how that goes... lol

I checked the logs and there wasn't anything listed as a fail that day so not sure what was going on......... strange thing is the PC wasn't turned off it was just left for a few hours while we were out and then it all worked fine? Been fine ever since anyway.

No problem about the delay :)
I was just curious, as there's only a couple of things that I can think of that may be 'self-fixing' a problem with the CheckSUR tool.

Mmm not sure, wasn't aware of anything going on in the background that might interfere or have any clues why it suddenly all worked a few hours later...
