[SOLVED] Can't install Windows Management Framework 4.0 and KB2819745 update

Hello. I have an issue installing Windows Management Framework 4.0 and required prerequisite Windows Update KB2819745. Installing update from Safe Mode With Networking does not work since I downloaded the update .msu file manually form Microsoft's windows update catalog. I attempted using Windows Update diagnostic tool to no avail - It mentioned having fixed Windows Update, however installation still does not work. I ran clean boot of Windows and uninstalled Avast antivirus to allow Windows installation of the update - Still same thing is happening. Windows Update updates history reports 80070020 error code. I tried looking it up and following all steps found - Still nothing. The system is genuine, Windows 7 Professional SP1 x64. I would be thankful for all and any help.
 
I don't know if bots are posting in this forum but please read my post carefully. I have attempted multiple restarts and Safe Mode With Networking (which resulted in .msu installer reporting that the function does not work in Safe Mode and being unable to access Windows Updates from control panel) and I have performed a clean boot and uninstalled Avast antivirus. I should probably mention that .msu installer finishes successfully, however configuring Windows Updates fails and system keeps reverting changes.
 
I don't know what to tell you. I mentioned that I keep getting same Windows Update error code 80070020 but no actual error message. I already attempted clean boot which I know how to do. Also why would I need to uninstall anything in Safe Mode? It doesn't even feel like an forum discussion. I provided every single bit of information needed so far. Avast antivirus uninstalled normally was removed completely with all of it's services. I also use Windows 7 not Windows 10 which I clearly stated.
 
You said you tried installing Windows update from Safe Mode i try to explain to you, it can't be done that is why asked you perform clean boot state or try to explain how to make the Windows Installer service work in Safe Mode to be able install windows update.

You will not get an error message from Windows Update the error code (error code 80070020) you will get.

You can use the attached batch script to register Windows Update components.

I didn't understand what you meant correctly, sorry. I tried using Windows Update in clean boot state, however if you can actually explain to me how to enable Windows Update in Safe Mode I would be thankful. I am not really that good with computers as you see. I will attempt using the script you sent me and will report results. Also should I use the script on clean boot?
 
No problem @duddydude first try batch script i have attached to my last post if that won't help execute batch script attached to this post which can be used to enable Windows installer to work in Safe Mode.

Make sure to right-click the batch script and select "Run as administrator" option from context menu.

No you can use the script in normal mode.
 
I need 4.0 specifically to fix error in one program I use. Windows Update installing Windows Management Framework 5.0 says that this specific update does not apply to my computer. I am considering upgrading to Windows 10 with media creation tool.
 
I am sorry, I didn't knew I posted in wrong place. Thank you for moving the topic to appropriate location. It is my first time participating in this forums and I didn't really realize where appropriate posting instructions were. I will follow the instructions provided and provide results as soon as possible.
 
Providing logs from SFCFix, sfc /scannow and WindowsUpdate.log in one zip after following instructions. I did not attempt to search for or install any updates through Windows Update service. Windows Update log is for Windows6.1-KB2819745-x64-MultiPkg.msu from catalog.update.microsoft.com.
 
Your CBS log appears to be fine, it seems that SFC has fixed a few hardlinks for you. Could you please try and install KB2819745 using the Windows Update client again? If it fails, then please let me know and we can investigate further.
 
I don't have the update in Windows Update service, only .msu file from catalog.update.microsoft.com. Can you also please check attached WindowsUpdate.log? It may be useful.
 
There is nothing particularly interesting in that log file.

What happens have you attempt to install the update manually using the .msu package?
 
I need to restart my computer. Windows is configuring updates and after another restart it starts reverting changes. Make sure you checked the updated WindowsUpdate.log since old one doesn't have any errors.
