[SOLVED] Cumulative updates failing since June - Server 2016 1607

I'm attempting the update today. The download of the 2019-01 CU got up to 45% and reset at 0% where is appears to be hanging. I think this happened to me last time I ran wureset script, which I did before uninstalling Windows Defender. I think I eventually wound up with an Ox error code before and had to try again.

I'm going to let it ride for now and will give an update when things change.
 
I let the server sit over this past weekend. On Sunday night the Download percentage was still at 0%. So I decided I needed to test getting this update installed now that Windows Defender is uninstalled regardless of the downloading problems. I tried running the update from an .msi file I downloaded from the Windows Update Catalog. Unfortunately, it behaved the same way. After rebooting the update tried to finish installing and then reverted once it reached 99%. Windows Update has been able to recognize that 2019-02 CU is available, as it's listed in the update status, but Downloading updates does not get beyond 0% anymore.
 
Yes I can get you a windowsupdate.log. And no WSUS is not in use. FYI when I tried to build the windowsupdate.log via powershell it complained about a missing DLL from Windows Defender, so I have reinstalled that on the server.

Before I provide you with a windowsupdate.log, I wanted to let you know I found out there was a new service stack update released a few days ago for Server 2016. So I am attempting to install that with a standalone installer and then I'll try the CU via the regular interface again. I'll let you know...
 
The service stack update (KB4485447) installed successfully as a standalone. I rebooted and checked the Windows Update Status. After hanging for a few minutes as it had been doing it reset and downloaded updates. It then went through the process of installing, but on a reboot still reverted the CU. Currently the Windows Update download status is hanging again at 0% on the 02-2019 CU.

Step#1 - FRST Fix
NOTICE: This script was written specifically for this user, for use on that particular machine. Running this on another machine may cause damage to your operating system
1. Please download Farbar Recovery Scan Tool and save it to your Desktop.
Note: You need to run the 64-bit Version so please ensure you download that one.
2. Download attached file and save it to the Desktop.
Note. It's important that both files, FRST64 and fixlist.txt are in the same location or the fix will not work (in this case...the desktop).
3. Run FRST64 by Right-Clicking on the file and choosing Run as administrator.
4. Press the Fix button just once and wait. If for some reason the tool needs a restart, please make sure you let the system restart normally. After that let the tool complete its run.
5. When finished FRST64 will generate a log on the Desktop (Fixlog.txt). Please post the contents of it in your reply.

Please try the following in WSUS:
  1. Expand UPDATES > ALL UPDATES,
  2. Right click on the header bar and select FILE STATUS,
  3. Click on FILE STATUS to sort the patches
  4. Scroll to the very top and then the very bottom to see which updates have a red X on them
  5. Provide a screenshot for me to see.
 
We don't use WSUS. I looked in Server Manager->Tools and Administrative Tools but I don't see any options for WSUS. It looks like the WSUS administrative console is not installed.
 
Okay, since the current state of things is such that the update is stuck at 0%, I propose the following:

Could you please provide more information about the policies that have been set on this Server in order to rule out any potential conflicts from that aspect.

The steps are as follows:


Restart Windows in Safe Mode.

Download Windows Repair (All-in-One) Portable

  • Extract the tweaking.com_windows_repair_aio.zip to c:\Windows\TEMP the zip will extract to a folder called Tweaking.com - Windows Repair
  • Execute the file Repair_Windows.exe from the Tweaking.com - Windows Repair folder, accept the Security warning and the EULA
  • Click the button Jump To Repairs
  • Click the Open Repairs button to access the following screen:

  • Click the box All Repairs to uncheck all the boxes
  • Check only the following boxes:
    • 16 - Repair Windows Updates
  • Check the box Restart/Shutdown System When Finished > Restart System
  • Click the Start Repairs button
 
I had set a local computer policy to automatically install Windows Updates early every Friday morning if any are available. Additionally I had set a policy to automatically reboot in 20 minutes once the updates are finished installing. Once the updates stopped working I disabled automatic updates.

I ran the repair in safe mode and rebooted. It's no longer hanging at 0% and it's currently Downloading updates. Should I try to install the CU again?
 
I left on Friday while it was downloading. When I came in on Monday I was being prompted to download the update again. I seems like the download failed. I started a new download this morning. This download has been hanging at 45% for several hours.

I'm including the logs you requested in the last post, although I don't know if they would apply to the current situation. Let me know if there is anything else I can provide for you.
