DISM Error 5 Access is Denied, SFC /scannow keep cutting out at 55%

Oh. I thought it was supposed to make a copy of everything on my computer's hard drive. So somewhere on my computer there is a functioning copy of that folder and I need to gain access to it? What if there is no functioning copy on my computer? What would I do then?
 
If a newly created system image contains the corrupted folder also, it will bring you nothing.
If a newly created system image does not contain the corrupted folder, I can provide you a valid copy of the corrupted folder.
 
I just tried running a system restore and it didn't work. Said error 80070005 prevented it. This is something new. I was able to successfully run a system restore after the BSOD I suffered. Is that error related to the issue we've been trying to solve here?
 
error 80070005 = ERROR_ACCESS_DENIED
It could be related to the problem folder which also returns ACCESS DENIED.
 
I found a company online that provides remote computer repair. Is this something you would recommend? Or is there a lot of risk involved in granting an outside party remote access to your computer?
 
Also, are you familiar with a product called tweaking.com? It says it fixes

I don't think a company can repair the issue you have remotely. Letting someone else remotely control your computer can be a security risk. Before you do so make sure you have a backup of all your important data on another medium.

Tweaking.com is a legal tool but I doubt it can repair this issue.
 
So other than removing my hard drive and hooking it up to another computer as a slave, what would be the best course of action for me to take? If I brought it in to a shop to be repaired would that work? What about a system refresh? Or, worst case, I could always just buy a new computer with Windows 10 already installed and transfer all of my files to that one. I'm assuming I'd have to reinstall all the programs though. And I'm not sure if they'd be compatible with Windows 10.

Depends what you ask them to do. Ask them to hook the drive to another machine and remove the problematic folder only. Maybe you are allowed to watch the work being done.
Trying to repair Windows might result in a new installation of Windows and loosing all your personal files.
