Dism RestoreHealth fails with 0x800f081f (source files could not be found)

Hi,

Brand new ASUS PX13 having Windows Update issues.

• I started noticing it while trying to install the "Basic Typing" for Canada (English). It won't install and fails with code 0x80004005.
• Ran `sfc /scannow` a few times. The first time it repaired some files.
• KB5046740 is also failing to install with error 0x80073712
• `Dism /Online /Cleanup-Image /RestoreHealth` fails with error 0x800f081f (The source files could not be found)
  • I've downloaded Windows 11 24H2's ISO from MSFT, mounted it on D: and ran `DISM /Online /Cleanup-Image /RestoreHealth /source:WIM:\Sources\Install.wim:1 /LimitAccess`
    • Same result
