Error 0x800705b9 installing KB5046633

I tried installing it standalone via download from the windows update catalog too. Failed.
I tried Windows Update Troubleshooter.
That led me to running SFC, nothing to repair.
And then DISM... anything with the /online switch results in...
Error: 193

An error occurred while attempting to start the servicing process for the image located at C:\.
For more information, review the log file.

The DISM log file can be found at C:\Windows\Logs\DISM\dism.log

Also tried using media creation tool to download windows ISO and use that as a source for DISM, same error.

So then I Mounted the Windows Install ISO and ran setup to do a repair install. Got to 60% and just said, Windows 11 failed to install.

I'm at a loss. Help!!
