Could you temporarily uninstall Symantec? Yes, you would need to actually uninstall it using its removal tool, not disable as it is integrated deep into the kernel of the OS.
Also, please go to C:\Windows\Minidump, copy the folder to the Desktop, zip it up and attach it in your next reply.
I am suspecting a third-party interference is in play here.
It's not a bad thought, I had the same one. When I rebuilt the server from the last time it worked fine out of the and I paid attention whenever I installed a new program seeing if something caused it but it all worked fine. Imagine my surprise when I went to add a role a week later and the issue was back. At first it only impacted adding/removing roles and Windows Update still worked fine. It was only when this last major update came out that I started having trouble installing it. The update which keeps failing must touch the same part of the system which causes add/removing roles to fail.
In any event...I uninstalled SEP and also did a clean boot but got the same update error message. I've attached the minidump folder here.
Create a new user account, give it Admin privileges and log on. Try updating and let me know if there's any improvement. If not, attach both CBS.log and setupapi.dev.log.

Download SFCFix.exe (by niemiro) and save this to your Desktop.
Download the attached file, SFCFixScript.txt, and save this to your Desktop. Ensure that this file is named SFCFixScript.txt - do not rename it.
Save any open documents and close all open windows.
On your Desktop, you should see two files: SFCFix.exe and SFCFixScript.txt.
Drag the file SFCFixScript.txt onto the file SFCFix.exe and release it.
SFCFix will now process the script.
Upon completion, a log should be created on your Desktop: SFCFix.txt.
Copy (Ctrl+C) and Paste (Ctrl+V) the contents of this into your next post for me to analyse please - put [CODE][/CODE] tags around the log to break up the text.
Attach EvtLogs.zip that will be created on your Desktop.
Interesting. Can you please verify that the Automatically Restart option is unchecked? It is located under Startup and Recovery which can be accessed by right-clicking This PC and selecting Properties and then Advanced System Settings.
Yes, then create a good backup of the server if you don't have one already and attempt updates. I suspect you'll be stuck in a BSOD state. Please note down the cause of it or take a screenshot. Then manually reboot and let me know what the cause was.
Sorry for the delay but I had to wait until I had a block of uninterrupted time just in case things went south and I had to restore from backup. So I unchecked the automatic restart and tried the update and it failed again but no BSOD.
What devices are connected to the server? Also, I see that you have an unknown item in your Device Manager. Please Let me know which device needs them by looking at HWID and giving it to me.
