Failure to Install KB5046616 on Server 2022 - 0x80073701

- I've attempted to install this update using the Windows GUI, PS-WindowsUpdate, WUSA. They all fail with the same error code..."0x80073701".
- I've run SFC and DISM. Issue persists.
- Attaching ComponentScanner and CBS logs
