I have been saying, for decades, that the change list is not comprehensive, just highlights. That's also one of the reasons I tell people to apply updates, as there are all sorts of things included in many of them that are not included in the change list (and just because the first thing you'll be asked when seeking support is, "Are you up to date on all operating system updates?," and if the answer is, "No," "Then apply them and if they don't fix the issue get back in touch," is the answer.)
