Getting error 9C59 everytime i try and install internet explore 11

I have tried to install internet explore 11 through windows update for several days now.
I have used hours on the internet trying to fix it but nothing worked. I have tried running SFC.exe/scannow it didn't help. i have also tried uninstalling ie 9 and disabeling my antivirus and the firewall but no luck. right now i have managed to install EI 10. I have also tried installing EI 11 manually but that didn't work either. So anyone got any suggestions?

Step#1 - Gather Info
1. Download SFCFix.exe and save this to your Desktop.
2. Save any open documents and close all open windows.
3. Double click on SFCFix.exe to open it.
4. Follow all on screen instructions and upon completion, a file should be created on your Desktop named SFCFix.txt.
