How to Completely Remove program and Reset Delayed Startup

The zoc terminal program hangs for 125 seconds after a while. When I uninstall the program with revo uninstaller etc. and reinstall it, it gives this time again.

Where could the program be holding information on Windows?

I want it to be like installing the program for the first time.
