I virtually never use either the Reset or Refresh options, because I do not want to have to spend all the time necessary doing all of my set-up and install stuff over again.
Doing a repair install allows you to keep all of your files and apps/programs while, for all practical intents and purposes, reinstalling Windows 10 afresh. It is always worth doing before a reset, refresh, or completely clean install to see if it fixes the problem. If it doesn't, you're no worse off than at the outset.
