Per the instructions, you have to issue the command from an Administrator CMD prompt.
Hit the WIN key; type cmd ; then RIGHT-click on CMD (Command Prompt) that appears in the list below the search box;
select "Run as Administrator" - it will say \windows\system32 and the title of the CMD screen will say "Administrator"
It should look like this (except your lettering color will likely be white) -
[ATTACH=full]45904[/ATTACH]
Now type in the command.
