Is there a way to fix the setup.exe file not responding?

None of the setup.exe files were responding, so I checked for errors in Event Viewer and the following error message appeared.
Is there a solution?

I tried clean boot, dism.exe restore, sfc /scannow, but results are the same.

Were you attempting to install a program from it's original disc? Try giving UAC control to the built-in administrators account.
