Issues with Windows Server 2022 KB5046616 - Error: 0x80073701

Hello, I am trying to install KB5046616 on server 2022 that i manage patching for and every time i try to install it fails with this error 0x80073701. I've run through the standard sfc/dism checks to repair but even after that it installation fails. I have also followed the article below but it failed again.
Windows Update fails with error code 0x80073701 – ERROR_SXS_ASSEMBLY_MISSING [SOLVED]
