Issues with Windows Server 2022 KB5046616 - Error: 0x80073701

Hi, we have not been able to install any cumulative updates on our Windows Server 2022 Standard 21H2 20348.1194. Every attempt stalls at 20%, jumps to 100% and then fails with error code 0x80073701.

Repairs using sfc and DISM were unsuccessful. The CBS logs shows missing packages which we tried copying over from a working 2022 server. This resolved the DISM and SFC errors but it is still failing with the same error on windows update.

I have attached all the required logs. Any help would be greatly appreciated.
