[SOLVED] Machine 5: KB4499164 failed with 80070002 on WS 2008R2 Standard SP1 x64

OS: Windows Server 2008 R2 Standard SP1 x64
Problem with KB4499164
Error Code 80070002
System Update Readness Tool (KB947821) did not help
SFCFix did not find any problems
Here is my post on Microsoft Technet forum
I did try to reinstall some updates, that I found in cbs.log with HRESULT = 0x80070490 - ERROR_NOT_FOUND with no luck (KB2647753, KB2656356, KB2888049, kb4025341 - some of them shows not applicable message, some of them shows they alredy installed)
Try to copy ERROR_NOT_FOUND files to not found folders - no luck.

I think, I found the solution for code 80070002 on installation of KB4499164 (MsSpellCheckingFacility.exe [HRESULT = 0x80070002 - ERROR_FILE_NOT_FOUND)
1. I apply PeterJ fix for MsSpellCheckingFacility.exe from post Machine 1: KB4499164 failed with 80070002 on WS 2008R2 Standard SP1 x64
2. Run SURT to finish fix
3. Got amd64_microsoft-windows-i..etexplorer-optional_31bf3856ad364e35_11.2.9600.19002_none_7b373ce5c2b4b4b7\iexplore.exe [HRESULT = 0x80070002 - ERROR_FILE_NOT_FOUND] error
4. By advice of niemiro in private message I try to install KB4103768 with success.
5. Try to install KB4499164 with windows update - SUCCESS!

Why KB4103768? So, niemiro researched like that:
windows build "9600.19002" - Google Search
--> Wiki
--> https://support.microsoft.com/en-us/help/4103768/cumulative-security-update-for-internet-explorer/
--> Microsoft Update Catalog

So, I have 3 or so servers with exact that issue, and now I have full solution for that!
