Missing updates preventing installation of Defender Server Role on In place upgraded Server 2019 box

Hi There,
Similar to the following 2 posts, I have a server that appears to be failing the installation of a server role.

Based on what I can see in the CBS Logs, I believe that is update KB4549949. This based on the fact that I can see a lot of entries for it saying parent missing. When doing a Get-Hotfix search it shows as not installed, however it also shows as not required when looking at missing updates.


It seems to install when doing either via Server Manager or Powershell, however the following image shows the results out of the CBS Log once it restarts and rolls back the feature installation.


I've also performed an SFC /Scannow, and a DISM online Store Component Cleanup and Image Cleanup.

From a fair bit of searching around and also looking at the lines in the log file with this update referring to all the language packs under the sun, it looks like it could be something to do with Language packs, however this server has only ever had the English Language pack.

I came across the posts listed above and so have been able to generate the attached SearchReg.txt file, however am unaware of how to generate the FixList.txt file required. I would appreciate any assistance that you are able to provide.
