MS Windows Server 2016 BSOD with error 0xc00002cb

Hello all.
Big problem. Our company not have specialist employees to service server equipment with a domain controller and active directory.
The server does not boot and crashes into the BSOD with error 0xc00002cb
Perhaps this happened due to unauthorized shutdown in the absence of power supply.
The server can be booted into Directory Services Restore Mode (DSRM)
I am only an advanced user and not a system administrator.
Please help me restore the server. If possible.

Specification:
HW: HP ProLiant ML310e Gen8 (Intel(R) Core(TM) i3-3220 CPU @ 3.30GHz 3300 MHz 2/2 cores; 4 threads)
RAM: HPE SmartMemory 669239-081DIMM DDR3 8192 MB 1600 MHz 2
OS: MS Windows Server 2016 x64 (64bit) installed sins 2019
Videocard: Matrox G200eh (HP) WDDM 2.0

Is driver verifier enabled or disabled? - Not installed
What security software are you using? (Firewall, antivirus, antimalware, antispyware, and so forth) - Only Windows Server 2016 built in
Are you using proxy, vpn, ipfilters or similar software? - No
Are you using Disk Image tools? (like daemon tools, alcohol 52% or 120%, virtual CloneDrive, roxio software) - No
Are you currently under/overclocking? Are there overclocking software installed on your system? -No

Have you seen this link, it might be useful? Particularly the link inside there to here?

It would be a GREAT help if you could (temporarily) change your system language to English and run the Sysnative data collector app again. I only read English I'm afraid so I can't read most of the logged data in Russian.

I saw both of these links (google helped), but I am not familiar with the processes, questions and terminology. For example, I do not understand what this means and how to implement it: 1. Log on to the PDC emulator ...
It would be nice to get step-by-step instructions with screenshots. Perhaps I can provide remote access with TeamViewer for a specialist ...))

The Sysnative data collector output is still in Russian. I still can't read the logs.

I know little about domain controllers so I'll have to defer to others on here who know more about servers than I.
 
0xc00002e2 mean your DC can't load the Directory services
so when you boot into DSRM it normal booting without load the DC services.

1. login with domain admin to the DC
2.open "regedit" and navigate to HKLM\SYSTEM\CurrentControlSet\Services\NTDS\Parameters
3.check the path "DSA database file"
4. check if this path inside step 3 is reachable
5. if reachable you may have corruption file
6. if not reachable and it under another volume, you maybe need only change the volume by editing the volume under diskmgmt.msc

The database file is reachable and without errors (checked:

esentutl /g c:\windows\ntds\ntds.dit)
As stated in the article at this link Microsoft Knowledge Base Archive it is possible
that the error occurs because one or more of the following built-in groups are missing:
1. Denied RODC Password Replication Group
2. Allowed RODC Password Replication Group

I don't know how to complete the item in the recommendations from safe DSRM mode:
1. Log on to the PDC emulator and open ADSIEdit.
