Need Help Fixing Error "0x800703f1" and "0x80070103" I get on all installs or updates

Ive tried every tutorial spent at least 24 hours of time trying many many diagnostic steps.

This all started when trying to install the NVIDIA App it said to uninstall GeForce Expirence so I did and it broke everything.

Any program I try to install or update i get error code0x800703f1 or 0x80070103.

I saw Maxstar's thread where he helped somone else with this issue after they uploaded their Components file and he was able to provide a fixed version. I have attached mine here so hopefully him or one of your other amazing staff can help save me from doing the dreaded full reinstall.
