Make sure computer is not overheating.
Install latest version of the mouse driver.
Boot your computer into Safe Mode and if the mouse lag issue resolves within Safe Mode then one of the startup program or third party service causing the issue perform Clean Boot of Windows to find out which third party startup service or applications causing the issue.
