Can you please run the following scan?

SFC /SCANNOW

  1. Click on the
    Win7Orb_zps4dae3b32.jpg
    button. Inside the search box type in CMD
  2. Right click on CMD => Choose Run as Administrator
  3. Inside the Command Prompt windows copy and paste the following command SFC /SCANNOW
  4. Please wait for this to Finish before continuing with the rest of the steps.

Convert CBS.log to CBS.txt

  1. Click on the
    Win7Orb_zps4dae3b32.jpg
    button => Inside the search box copy and paste the following command:

    cmd /c copy %windir%\logs\cbs\cbs.log "%userprofile%\Desktop\cbs.txt"
  2. Press Enter
  3. Once this has completed please go to your Desktop and you will find CBS.txt => Please upload CBS.txt to this thread

Please Note:: if the file is too big to upload to you next post please upload via Dropbox or One Drive

  1. Click on the Start button -> Inside the search box copy and paste the following command
    cmd /c copy %windir%\WindowsUpdate.log "%userprofile%\Desktop\WindowsUpdate.txt"
  2. Please go to your desktop and attach WindowsUpdate.txt to your next post

So we have the full error now 0x80070643. Which is a pretty generic error it means Installed_failed, but doesn't say why. Can you please upload the following?

Export CBS folder

  1. Click the Start button
    StartButton_16x16.gif
    then click Computer.
  2. Double-click on the C: drive, under the Hard Disk Drives category, and then scroll down to, and double click on the Windows folder.
  3. Find and double click on the Logs folder.
  4. Right-click on the CBS folder, and select Copy.
  5. Go back to your Desktop, right-click on it, and select Paste. You should now see a copy of the CBS folder appear on your Desktop called CBS.
  6. Right-click on this new folder, and navigate through Send to, and select Compressed (zipped) folder.
  7. A new file, also called CBS (CBS.zip), but this time with a different icon, will be created.
  8. Attach this to your next post please.

Following this KB Article article which details how to enable or disable verbose Windows Installer logging. How to enable Windows Installer logging

I want you to:
1) Enable verbose Windows Installer logging (use the Fix-It at the above link)
2) Re-run Windows Update. Try to install any updates you are offered.
3) Download the KB update in question and try to install it manually: KB2901983 & KB3001652
4) Disable verbose Windows Installer logging using the matched pair Fix-It from the link I provided.
5) Follow Stephen's instructions to run collect.exe and upload both %temp%\vslogs.cab and C:\Windows\WindowsUpdate.log.

.net issues are sometimes quite difficult to fix. If it's Windows Installer store corruption we don't have a chance. If it's most other things a forced uninstall will do the trick - but we first need to check whether there's anything which could make the situation more complicated or unstable. In such a situation we have to attempt a fix, and it's a bit hit and miss as to whether your error will be fixable or not. Still, we'll hope for the best. With any luck the logfiles will reveal some useful information we can make use of.
