Not able to Install the KB4052623 on Windows Server 2016 x64 - unable to enable Defender Missing KB's

I am attempting to onboard Windows Server 2016 to Microsoft Defender. During the installation of the MDE onboarding unified packages, I was prompted to install KB4052623 on the servers. I have tried to install the specified KB, but unfortunately, I have not had any success. I am uncertain about the next steps for troubleshooting this issue. attaching screen shot for the reference.
