Try a last thing before you give up:

  1. Open File Explorer by pressing the Windows key + E.
  2. Click on the "View" tab in the ribbon menu.
  3. Click on the "Options" button and select "Change folder and search options" from the drop-down menu.
  4. In the Folder Options window, click on the "View" tab.
  5. Scroll down and locate the "Launch folder windows in a separate process" option.
  6. Check the box next to this option.
  7. Click on the "Apply" button and then click on the "OK" button to save the changes.

Restart and check if there is still an issue.
