Random explorer.exe dialog appears just before shutdown

I have been getting this error randomly when i shut down my pc. All it says is some explorer.exe dialog box just appears and says some code and then click ok to terminate the program.

Basically like this

The instruction 0x4a4163c3 referebced memory at 0x00000000 The memory could not be read Click on OK to terminate the program

I found that the culprit of the problem is volume shadow which i belive is system restore.

"Volume Shadow Copy Service information: The COM Server with CLSID {4e14fba2-2e22-11d1-9964-00c04fbbb345} and name CEventSystem cannot be started. [0x8007045b, A system shutdown is in progress."

I already tried running the stop crypt script but that didn't work. Then i tried reinstalling windows again but even that didn't work.

Is there any fix for this error and is microsoft made aware of this?
