Server 2016 - Cumulative Update fail (0x80070057)

Windows Server 2016 Standard x64.
Update Error: 0x80070057

SFC scan fails at 44% (windows resource protection could not perform the requested operation).
DISM scans fails (1734 the array bounds are invalid).

Manual installation of the update fails.

Re-creation of the folder SoftwareDistribution and catroot2 also without success.
