Server 2016 STD not behaving correctly

Server 2016 STD, is laggy with plenty of resources.

Did
SFC /Scannow
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth

Currently running SFCFIX.exe would like some human assistance as the application suggested.

The first upload failed, so I am rerunning the tool.
