Server 2016 updates install failure

I reverted the VM, installed the SSU, and then tried installing several of the office updates but they all gave the same errors:

The system cannot find the file specified.

The DISM log file can be found at C:\Windows\Logs\DISM\dism.log

Looks like those .cab versions the Microsoft Catalog gave me are intended for slipstreaming into new installs and can't be used with DISM. I found the executable versions of these updates on the Microsoft Download Center. They all installed without problems, they didn't use DISM but MsiInstaller and the CBS log didn't get anything written to it. I then checked for available updates and it found 3: 2020-02 CU KB5010359, 2021-01 Update KB4589210, and Flash removal KB4577586. It immediately began downloading the updates and after a while it hung at "Downloading Updates 11%" and logged the TiWorker crash.
 
That's good progress and well spotted re the Office updates.

I wonder if the KB4589210 and KB4577586 updates can be manually done too?
 
I reverted the VM, installed the SSU, installed the Office updates, then ran the FlashUninstall update.exe, it sat at Initializing installation for 30 minutes with a TiWorker process using 100% of 1 CPU core for most of that time. Then it reported the update was installed successfully. I shut it down and snapshotted it, then started it back up and ran the 2021-01 Update KB4589210, it completed successfully in a few seconds and wanted a reboot, after the reboot I tried installing the 2020-02 CU KB5010359 and after a while it had the TiWorker crash.
 
Is it still the same crash detail with the kernelbase.dll module failing?
 
I did a check for updates and the only one it finds available now is 2020-02 CU KB5010359 which it starts to download until it has the TiWorker crash.
 
I am sorry but I have not been able to make any progress with this. @PeterJ are you having any success in the thread where you are working on a similar TiWorker/TrustedInstaller crash?
 
If you mean this thread the answer is no.
I did manage to find the cause of the problem but no solution yet.
