Server 2016 won't install updates

Server 2016 V1607 Build 14393.6252

Windows update is in a sorry state. Repeated failures to install KB4589210 and KB5040434. Tried every method I know of including scedit

sfc /scannow fails with error "Windows Resource Protection could not start the repair service"

Dism /Online /Cleanup-Image /RestoreHealth fails with error: 1812 AN initialization error occured.

sfcfix finds no corruption

Attached are the CBS log folder and the ComponentsScanner output.

Any help gratefully received.
